The Chair welcomed Mrs. Naomi Jones of the National Park, to the meeting to discuss an update regarding Plas Tan y Bwlch with the Council. An outline was provided of what has been happening since it was announced that Plas Tan y Bwlch would be put up for sale a year ago and that three open days had been held. Since the appointment of the new Chief Executive of the National Park, the plans regarding Plas Tan y Bwlch have changed with the intention now being to move the headquarters to Plas Tan y Bwlch, and in order to do this, applications for substantial grants are being submitted. It was agreed in principle to support what the Park Authority is trying to do with Plas Tan y Bwlch.

The minutes of the meeting held on May 19th 2025 were found to be correct.

Budget Plan
It was reported that the Council had spent £2,727.91 (which included bank charges) since the start of the new financial year and this was £5,541.09 less expenditure than what was earmarked in the budget for the year.
Land near Bron Trefor
The Clerk reported that she had sent an e-mail to Lloyds buses but as yet had not received a reply and it was agreed that she would contact them again.
Play Park
The Clerk reported that she had contacted Gwynedd Council regarding obtaining a litter bin on the above site and also stated that the Council was willing to pay for its emptying. The Clerk further reported that she had received a response from Mr. Steffan Jones stating there would be no problem to have a litter bin installed on this site and they would receive an indicated price for its servicing. Also stating regarding the placement of another dog waste bin, in principle there is no problem but asking if the Council has a location where they will see the best use of it. It was agreed to have the dog waste bin installed next to the parking area. The Chairperson stated that she had not heard anything back regarding a grant from Mantell Gwynedd.
Public Footpath Number 52
It has been reported that a notice has been received that this path will be closed from the 21st of this month for a period not exceeding three months or until the work is completed. Councillor John Richards further reported that discussions have been held with the Path Officer regarding work that is going to be carried out and that Hotchief company and the National Grid has agreed to pay Gwynedd Council and the National Park to create a diversion path from the corner of the Bryn Eithin estate to the church to the required standard along with installing gates and signs.
Cemetery Meeting – 16.6.25
The Clerk stated that he had sent copies of the above meeting’s minutes to every Member and it was agreed that they were correct. It was noted by Councillor John Richards that new posts were needed to hold the fence around the piece of land of the cemetery near Llandecwyn Church because the current ones had rotted. It was agreed to ask Mr. Meirion Griffith and Owain Aeron to carry out this work.
GWYNEDD COUNCIL MATTERS
The following report was received by Cllr. Annwen Hughes – that she had been in contact several times with Gwynedd Council regarding the abandoned vehicle that had been left in Ty Mawr lay by and that she had received assurance that they were dealing with this matter and waiting to get the details of the owner from the DVLA. Needed to ask for the sign “no parking overnight” back and concern was voiced that no such signs are erected in other lay bys. Cllr. Eifion Williams agreed to go around the lay bys to see which ones needed “No parking overnight” signs.

TREAURER’S REPORT
The Treasurer reported that there was £23,579.32 in the current account and £17,802.15 in the reserve account.

Audit Wales – £200.00 – external audit 2021/22
Clear Insurance Ltd – £29.65 – additional insurance payment for CCTV cameras
Mr. Meirion Griffiths – £460.00 – cut grass in Llanfihangel cemetery x 2

The above payments were processed by Cllr. Lisa Birks and Cllr Sian Ephraim approved the payments and permission was granted to the Clerk/Treasurer to make payment on line or by cheque at the end of the meeting.
The Treasurer reported that she had received an e-mail from the bank stating that they were ending the monthly payment of £8 from the 1st of this month.
The Treasurer asked for the Council’s permission to make payments that look urgent during the month of August as there is no official meeting of the Council until September. Permission for this was not granted.

CORRESPONDENCE

ANY OTHER MATTER
Wanted to ask the Tim Tacluso to cut back the brambles around the bus shelter in Llandecwyn and also around the benches near Cilfor junction.
Wanted to ask Mr. Meirion Griffiths to tidy up around Rhiw Derwydd
Needed to cut back trees by Tegfanas branches were inteferring with passing lorries. Send to the Highways Department with regards to this matter.
Needed to draw the attention of Opus to the state of the manholes on Bont Briwet road.
Wanted to ask the National Park for a written statement regarding the cabins that are near Maes y Neuadd woods.
Concern was voiced about the speeding through the village and it was agreed to ask the Police to visit the village.
Cllr. Dewi Lewis thanked the Council for the £500 contribution to Cwmni Seren
Cllr. John Richards reported that he had contacted Opus and he would forward this email to everyone.
Concern was voiced that there is no air conditioning on the trains.
