MINUTES OF TALSARNAU COMMUNITY COUNCIL HELD AT THE VILLAGE HALL, TALSARNAU AT 7:30 PM ON 15.05.23

No declarations of interest were made on any matter.

MINUTES
The minutes of the meeting on March 20, 2023, were accepted as correct.

MATTERS ARISING
Election of Officers for 2023/24:
Chair: Cllr. Owen Lloyd Roberts
Vice-Chair: Cllr. Lisa Birks
The Clerk reported receiving an email from Cllr. Margaret Roberts stating that she did not wish to be elected as Chair or Vice-Chair and preferred someone else to take on the role.

Budget Plan
It was reported that £25,954.34 (including bank costs) had been spent since the beginning of the last financial year up to March 31, 2023, which was £15,283.08 less than the budgeted expenditure. The Clerk shared copies of the budget plan for 2023/24 with all Members, and the plan was approved for the coming year.

CCTV Cameras
Cllr. John Richards reported to the Clerk that the work to get the equipment operational in Llandecwyn had finally been completed by BT. It was agreed to hold the remaining amount owed to Mr. Kevin Jones for the installation of the cameras, except for £500 which would be retained until all work was completed. The Council agreed they needed to see the cameras working and decided to arrange for PCSO Paula Stewart or Elliw Williams to attend the next Council meeting at 7:00 PM.

Playground in the Village
Cllr. Lisa Birks reported that there was nothing further to report on this matter since the last Council meeting.

Yellow Lines
Cllr. Gwynfor Owen reported that there was nothing further to report on this matter since the last Council meeting.

Public Seating
Due to the absence of Cllr. Margaret Roberts, there was no update on this matter.

Land near Bron Trefor
Cllr. John Richards reported that he had spoken with Mr. Harri Pugh and promised that legal advice on the matter would be available by the next Council meeting. Gwynedd Council has not agreed to fund the above plan but is responsible for the paperwork.

HAL
It was reported that a meeting had taken place between members of the above Board and representatives from local Town and Community Councils on April 27. Cllrs. John Richards, Eluned Williams, and Lisa Birks attended the meeting on behalf of the Council along with Cllr. Annwen Hughes, and it was reported that it had been a very beneficial meeting, with all members of the six councils agreeing on how to proceed. The Clerk further reported that she had received an email from one of the Board Directors along with copies of the center’s profit and loss accounts for the last four months, names of some potential new Board members, and a draft of the business plan. The Clerk forwarded this email to all members. It was unanimously agreed after discussion to pay the Council’s contribution for the next six months monthly instead of in one payment.

Annual Report
The Clerk reported that the Council is now required to publish an Annual Report for the financial year that has just ended, and for this purpose, she has sent a copy of the report she prepared to all members for their comments. It was agreed that the report was acceptable.

GWYNEDD COUNCIL MATTERS
Cllr. Annwen Hughes reported that she had contacted the Area Cleansing Team asking them to clean the signs in the area and carry out general cleansing work. She also learned, following a visit from members of the POBL group from Llanbedr and the Deputy Minister for Climate Change, Lee Waters, in Cardiff on April 26, that he agreed to introduce a transport package for the village that would include a low-speed bypass along with developing footpaths, parking areas, and other measures.
Cllr. Gwynfor Owen reported receiving complaints about potholes in the road and mentioned that some people living in poverty in the area are not claiming what they are entitled to, and that home support is being run by a private company instead of Gwynedd Council.

PLANNING APPLICATIONS
Listed Building Consent to scrape, remove white asbestos coverings, and re-cover a modern farm building with a local sourced slate roof, leveling the floor with concrete using the frame and footprint of the existing barn – Llenyrch, Llandecwyn, Talsarnau (NP5/77/LB330)
The Clerk reported that today she had received the above planning application and would send it to the members tomorrow for their comments.

TREASURER’S REPORT
The Treasurer reported that there was £38,641.36 in the current account and £9,180.99 in the reserves account.

The Treasurer shared copies of the Council’s accounts ending March 31, 2023, with all members. The accounts were carefully reviewed and unanimously approved by the members. It was agreed that the accounts book would be signed by the Chair and the Clerk along with the Annual Form.

CORRESPONDENCE
Snowdonia National Park
An email was received from the above informing the Council that the Authority is starting an official review of the Local Development Plan 2016-2031 and asking if anyone is interested in attending a Zoom webinar with the Policy Team officers on Thursday, June 8 at 7:30 PM. Cllr. John Richards agreed to attend this meeting on behalf of the Council if possible.

Cwmni Egnio
A copy of the latest report from the above company was received, and the Clerk reported that she had forwarded this email to all members.

National Grid
An email was received from the above informing members that the next Community Liaison Group meeting will be held in this hall in Talsarnau on June 21 at 6:00 PM, and they need to know who will be present from this Council. Cllrs. John Richards and Lisa Birks stated they would attend this meeting.

ANY OTHER BUSINESS
It was agreed to hold the annual cemetery meeting on July 5 at 7:00 PM.
Concerns were expressed that the new 20 mph signs are too close to the school.
Concerns were raised that the brambles along the side of the road from the Llandecwyn crossroads down to Pont Briwet have never been cut.
Concerns were raised that a public footpath sign has been removed near Trem y Garth and the path has been closed. Cllr. John Richards agreed to address this matter.
Cllr. Gwenda Griffith announced her resignation from the Council and thanked the Chair on behalf of the Council for her tireless work over the years. It was agreed that the Clerk would contact the Electoral Office in Caernarfon to inform them of the vacancy on the Council.
It was noted that a section of the public footpath in the marsh needs attention.
Concerns were raised that the path near Llyn Tecwyn Uchaf has never been repaired, and if this work is not done, it will not be possible to hold the Llandecwyn Race on the 27th of next month.
Concerns were raised that the white lines in the middle of the road near Cei Newydd have never been repainted.
