Cllr. John Richards declared an interest in the letter received from Mr. Carwyn Richards and signed a Personal Interest Declaration form. He did not participate in the discussion. Cllr. MINUTES
The minutes of the meeting held on July 15th, 2024, were accepted as correct.
MATTERS ARISING FROM THE MINUTES
A comparison of costs between Play Quest and Creative Play regarding an inspection of the playground is needed.

Budget Plan
It was reported that £4,283.47 (including bank costs) had been spent since the start of the new financial year, and this was £10,148.53 less than what had been earmarked in the budget for the year.
Land near Bron Trefor
Cllr. John Richards informed that Mr. Harri Pugh was willing to sell the piece of land on the mentioned site to the Council and carry out the necessary work, but he did not want solicitors involved in the sale. It was decided that the Clerk would contact One Voice Wales to seek legal assistance on the matter and also contact Mr. Aled Lloyd from Snowdonia National Park to check if planning permission would be needed to install a bus shelter on the site.
Council Website
The Clerk reported that she had met with Mr. Owen Brown regarding this, asking him to create a website for the Council similar to that of Llanfair Community Council. The Clerk further reported that Mr. Brown had informed her that the website was now live and almost ready. The Clerk had forwarded this email to the Chair, who showed a clip of the website, and everyone was happy with it.
HAL
The Clerk reported that she had received an email along with the latest spreadsheet from Jodie Pritchard, a member of the Board mentioned above, following the announcement that the center would close on August 1st. They asked if councils that had stopped contributing to HAL would reconsider and start contributing again, and they would be happy to meet with the Council to discuss the matter. It was unanimously decided not to resume contributing to the above through the precept scheme.
GWYNEDD COUNCIL MATTERS
The following report was received from Cllr. Annwen Hughes: she had received an email stating that signs had been placed on both sides of Briwet Bridge, declaring that the bridge road would be closed between August 6th and 8th. She had inquired with Gwynedd Council about this and was told that it was not accurate, as it was the unclassified road passing Maes y Coed, to the northeast of the bridge itself, that was being closed. Since this did not affect the bridge road, she had asked for the signs to be removed, which had been done. Following concerns from some villagers about speeding through the village, she had contacted the Police and received a reply stating that there was a specific team going around the villages checking speeds and that they are often in this area, with the officer mentioning Talsarnau specifically.

Supported this application on the condition that it becomes a home for a local person, either by sale or rental.

Several Members could not open the link to the above application, and it was decided to defer the response to the application.
TREASURER’S REPORT
The Treasurer reported that there was £15,962.64 in the current account and £17,575.69 in the reserve account.

The above payments were processed by Cllr. Lisa Birks, and Cllr. Eluned Williams approved the payments, granting permission to the Clerk/Treasurer to pay them online or by check at the end of the meeting.

CORRESPONDENCE
Mr. Carwyn Richards
A letter was received from the above on behalf of a group of boys from Talsarnau responsible for football activities in the area, asking if the Council could contribute towards the cost of ordering football shirts for the team now playing more friendly matches against Barmouth and Porthmadog. It was agreed to contribute £400 to them, and the Chair was asked to request Mr. Carwyn Richards’ bank details.
Mr. John Evans
The Clerk reported following the cemetery meeting that she had asked the above to inspect the gates at Llanfihangel y Traethau cemetery and had received a response along with photos showing the condition of the gates. Mr. Evans stated that it would be better to install new gates. It was agreed to ask him for a price for this work and also to obtain two other quotes.
ANY OTHER BUSINESS
It was expressed that the Council was concerned about Plas Tan y Bwlch being for sale and supported the committee to save the Plas.
It was reported that the company Hochtief had offered help in any way and that Members should consider work for them to do in the area.
Disappointment was expressed that double yellow lines had never been installed on the hill up to Soar.
It was reported that stones had been removed from land at Rhiw Derwydd, and it was agreed to place flower pots on the site to indicate that the Community Council owns the land and to ask Mr. Meirion Griffiths to do this.
Concern was expressed that more cabins had been erected in Soar, and the Clerk was asked to contact Alys Tatum at the National Park regarding this matter.
It was reported that sheep were getting onto the road near Llandecwyn.
It was reported that complaints had been received about litter being left in the playground and that dogs were gaining access. It was agreed to ask Oliver Redman to make signs stating “no litter” and “no dogs.”
It was reported that the “no overnight parking” sign had been removed at Ty Mawr’s narrow lane.
Concern was expressed that stones had come down onto the road from the wall at Ty Cerrig heading towards Ynys.
