Minutes of Talsarnau Community Council - held at the Village Hall, Talsarnau at 7:30 pm on 18/11/24

APOLOGIES

PRESENT

Cllrs. Dewi Tudur Lewis (Vice Chairman), John Richards, Eluned Williams, Ffion Williams, Ann Jones, Eifion Williams, Owen Lloyd Roberts, Margaret Roberts, Sian Mai Ephraim and Cllrs. Annwen Hughes and Gwynfor Owen (Gwynedd Council).

 

DECLARATION OF INTEREST

Cllr. Eluned Williams declared an interest in the planning application regarding Y Garej, Talsarnau and she signed a Declaration of Personal Interest form and she did not take part in the discussion.

 

MINUTES

The minutes of the meeting held on September 16th 2024 were found to be correct.

 

MATTERS ARISING FROM THE MINUTES

After a discussion it was agreed not to purchase new gates for Llanfihangel y Traethau church yard but rather repair the old ones.

 

MATTERS ARISING           

Budget Plan

It was reported that the Council had spent £9,396.01 (which included bank charges) since the start of the new financial year and this was £9,418.99 less expenditure than what  was earmarked in the budget for the year.

 

Land near Bron Trefor

The Clerk informed the Members that she had contacted One Voice Wales to seek legal sdvice regarding this matter and that they were stating that there is no need to employ a Solicitor to act on our behalf on this matter and also she had contacted Mr. Aled Lloyd, Snowdonia National Park and had been informed that planning permission was required to install a bus shelter on site.

 

GWYNEDD COUNCIL MATTERS

The following report was received by Cllr. Annwen Hughes – that she had received an email from the Environmental Department, Gwynedd Council informing her that they were developing the Ffridd Rasus site as their main waste collection and treatment hub for the south Gwynedd area. Also they wanedt to know her views to trial closing “slots” to the recycling centre between 9.00 a.m. and noon (and sometimes until 1.00 pm) during the working week.  She had also received visiting figures at the centre for the last two months and this information is available if anyone wants to see them. She had also enquired now that more traffic would be travelling along the road were there plans for it to be upgraded but they had stated that there were no plans for this to happen at the moment. She had also received an email from Lord Harlech informing her that Glyn Cywarch house had won the  Historic House Restoration Award 2024 and was the first house in Wales to do this since the award was established in 2008. She had attended a seminar on the latest on the Council’s budget situation

and the financial situation doesn’t look very good at all for the future. It was also reported that some services may be transferred to the Community Councils and she had asked what services these would be but they did not know at this time. Asked them if this information could be obtained by January so that the Council could set the precept for the upcoming financial year.

Some Members voiced concern about the development of the Ffridd Rasus site and that the working hours had changed to be from 6.30am and a nearby workforce is not allowed to operate during these hours as well there was concern about increased traffic coming through the village and along the main road.

Cllr. Gwynfor Owen reported that he had been elected Vice Chairman of the Governing Body of the River Dwyryd Federation and he has also been re-elected Chairman of the Governing Body of Ysgol Hafod Lon. ‘Four members of Gwynedd Council’s Cabinet had resigned along with the Leader of the Council and that Cllr. Nia Jeffries had been elected as the new Leader of the Plaid Cymru Gwynedd Group. That the Fire Authority charges an additional 5% precept on Gwynedd Council and also pays £750k more national insurance. ‘There was nothing further new about the double yellow lines on the way up for Soar and Gwynedd Council was waiting for a reply from the Community Council to the plan and it was stated that the Community Council had sent this to them some months ago.

 

PLANNING APPLICATIONS

Change of use from car showroom to Shop A1 together with extension to the front and erection of first floor extension to create a residential unit (as per previously approved under Planning Permission NP5/77/27G) The Garage, Talsarnau (NP5/77/27K)

Support this application.

 

TREAURER’S REPORT

The Treasurer reported that there was £10,909.10 in the current account and £17,637.71 in the reserve account.

The above payments were processed by Cllr. Sian Emphraim and Cllr. John Richards approved the payments and permission was granted to the Clerk/Treasurer to make payment on line or by cheque at the end of the meeting.

CORRESPONDENCE

Gwynedd Council – Highways Department

Received a letter from above regarding a works programme for November and stating that 730m of vegetation cutting will be carried out near Llyn Tecwyn Uchaf, Llandecwyn during this month. The Clerk had already forwarded this email to Members.

 

Gwynedd Council – Highways Department

Received an answer to issues that had been raised at the last Council meeting and stating that a new “no overnight stay” sign in the Talsarnau layby had been ordered by them and would be installed once received. The Clerk reported further that she had contacted them again  last week asking where the sign in question was. Also stating that the walls from Ty Cerrig towards Ynys, are boundary walls and it is the responsibility of the landowners to maintain them and that the Surveyor keeps an eye on the situation and should a stone be discovered on the road he will put it back on the land.

 

Gwynedd Council –  Environmental Department

Received a letter from the above informing the Council the road from Dolorgan past Capel Soar Penrhiw, Soar will be closed on the 20th of this month on health and safety grounds for the public during restoration work on behalf of Welsh Water. The Clerk had already forwarded this email to Members.

 

Gwynedd Council – Environmental Department

Received a letter from the above informing the Council the A496 road at Talsarnau to a point  with its junction with the B4573 travelling in a north west direction to a point near Ynys, Talsarnau will be closed on the 29th of December on public health and safety grounds during the testing work of the Ty Gwyn crossing. The Clerk had already forwarded this email to Members.

 

Gwynedd Council – Electoral Department

Received an email from the above department regarding a community survey which will run from the 11th of this month until the 20th of December and asking if the Council would like to take part in the survey. The Clerk had already forwarded this email to Members. It was agreed there were no comments to make regarding this survey.

 

Gwynedd Council – Highways Department

Received an email from the above department informing the Council that they have received a request to install a gate on public footpath no. 8 and requesting Council’s comments on the matter. Also stating that they are willing to grant the application provided the landowner supplies and installs the gate and incurs all future maintenance costs. The Clerk had already forwarded this email to Members.

 

Gwynedd Council – Environment Department

Received an email from the above regarding a consultation to do with parking schemes and stating from the 1st of April 2025 the enforcement hours of the short stay pay and display car parks will change from 10.00 up to 16.30 to the new regime from 9.00 up to 17.00 and also there will be a change in the parking fee structure and payment will have to be paid for at least 4 hours for comparison with the 2 hours that exsists at the moment. The Clerk had already forwarded this email to Members.

Snowdonia National Park

Received an email along with the document regarding the obtaining of a Tree Protection Order on Coed Penmaen, Talsarnau and stating this matter will go to the planning committee on the 4th of next month and asking for comments from the Community Council on this matter. The Clerk had already forwarded this email to Members. The Members decided they had no comments to make on this matter.

 

National Grid

Received a letter from the above regarding what will be happening during the transport of a tunnel piercing machine as part of the Snowdonia Visual Impact Provision Project stating there will be a number of abnormal impotent load movements in the area from Monday the 18th of this month.

 

Eisteddfod Ardudwy

Received a letter from the secretary of the above requesting a financial contribution towards the running of the above eisteddfod. It was agreed to donate £500 to them.

 

Talsarnau Hall Committee

Received a letter from the secretary of the above requesting a financial contribution towards the new defib cabinet which has been ordered due to the poor condition of the one outside the garage. It was agreed to contribute the cost of the defib cabinet to them.

 

Mrs Margaret Roberts

Received an e-mail from the above together with photos showing the overgrown brambles etc on the side of the pavement leading down from Llandecwyn junction towards Briwet Bridge and asking the Community Council to draw the Highways’s attention to this danger as a lot use this path to walk to and from the Llandecwyn railway station. The Clerk informed the Members that she had already forwarded this e-mail and photos to the Council’s “Tim Tacluso Ardal Ni” asking them to carry out the work of cutting back these brambles etc as a matter of urgency.

 

ANY OTHER MATTER

Concern was voiced that the fire engine was unable to go up the narrow roads around the area and that two had recently become stuck near Old School, Llandecwyn and near Llwyn Dafydd, Soar. It was agreed to send a letter about this to the Fire Service.

It was advised that a bridge at Ynys needed attention and it was agreed to send to the Footpaths Officer about this.

Concern was voiced that Rhosigor Bridge had never been repaired.

Concern was voiced that a “road closure” sign had been put up in Llandecwyn and the road in question was in Barmouth.

Cllr. John Richards said he had recently contacted the Highways Department to voice concern that there was water on the road near Ceii Newydd and that cars were unable to pass and he had received a reply from them saying they were carrying out an inspection of the road.

“No dogs” signs need to be put up in the playground.

It was agreed to hold a site meeting to discuss the removal of the Memorial at Llandecwyn.

It was been reported that a public meeting is being held in Gellilydan on the 27th of this month

The Clerk stated that the January meeting would be a financial one only.
