DECLARATION OF INTEREST
Cllr. Lisa Birks declared an interest in the planning application for 13 High Street, Talsarnau and she signed a Personal Declaration of Interest form and she did not take part in the discussion.
MINUTES
The minutes of the meeting held on July 14th 2025 were found to be correct.
MATTERS ARISING FROM THE MINUTES
Disappointment was voiced that no correspondence had come to hand from the National Park regarding the cabins in Maes y Neuadd woods and it was agreed that the Clerk contact them once again.

Budget Plan
It was reported that the Council had spent £4,283.16 (which included bank charges) since the start of the new financial year and this was £21,744.84 less expenditure than what was earmarked in the budget for the year.
Land near Bron Trefor
The Clerk reported that she had sent an e-mail to Lloyds buses but as yet had not received a reply and it was agreed that she would contact them again and also write a letter to the Highways Department with regards to this matter.
Play Park
The Clerk reported that she had received a reply from Mr. David Charles Williams, Manager, Tim Tacluso Our Area stating that he had a meeting with Mr. Lerigo a few weeks ago to discuss bins in Talsarnau, Mr. Lerigo wanted more dog poo bins near the station but it was stated to him that the situation would have to be monitored first before installing more bins. He seemed happy with this and then he went on to ask for a rubbish bin in the play park and Mr. Williams had explained he had not received an application for a rubbish bin there but the area is under the responsibility of the Community Council therefore it was up to this Council if they wanted a rubbish bin in the play park. Mr. Williams had received correspondence from Mr. Lerigo showing that discussions had taken place regarding installing a rubbish bin in the play park and therefore Mr. Williams was stating that their service for emptying the bin once a week was £4.05 and coming to £210.60 a year. He also stated that the Council would have to purchase a bin and he wanted to know which sort of bin they wanted. The Clerk stated that she had informed Mr. Williams that this matter would be discussed at the meeting tonight. It was agreed to ask Mr. Williams to purchase a bin for £190.73 on behalf of the Council so as to install in the play park. The Chairman stated that the Council had been successful with the Mantell Gwynedd grant to put “wet pour” on the two entrances to the play park and thanks was conveyed to the Chairman for all her work in completing the grant application.
GWYNEDD COUNCIL MATTERS
The following report was received by Cllr. Annwen Hughes – she had contacted Gwynedd Council regarding the car that had been left in Ty Mawr layby and that she had been informed that the car had by now been removed from the layby. Also she had been informed that the work by Opus would be restarting in Penrhyndeudraeth on the 22nd of this month.

The Treasurer reported that there was £26,406.46 in the current account and £27,884.58 in the reserve account.

The above payments were processed by Cllr. Dewi Tudur Lewis and Cllr Lisa Birks approved the payments and permission was granted to the Clerk/Treasurer to make payment on line or by cheque at the end of the meeting.

ANY OTHER MATTER
The Chairman made it known that she had made an application for a grant of £4,700 from Gwynedd Ni fund so as to purchase two new benches, flower boxes and flowers to place near the juction in Cilfor and that the grant had been successful. It was agreed to arrange payment to Wayne Farrell so he can carry out the work that is required.
Concern was voiced that animals are allowed to graze near public footpaths and it was stated that this was legal.
Cllr. Eifion Williams stated that he had been looking where to get “no staying overnight” and concern was voiced that the common land in the Ynys was been known as private land.
