MINUTES
The minutes of the meeting held on January 7th 2026 were found to be correct.

MATTERS ARISING
Budget Plan
It was reported that the Council had spent £20,235.41 (which included bank charges) since the start of the new financial year and this was £12,653.59 less expenditure than what was earmarked in the budget for the year.
Land near Bron Trefor
The Clerk reported that she had been informed by the Chairman that she had nothing to add on this matter but hoped to receive an update by the next meeting. Cllr. Gwynfor Owen reported that he had visited the owner of the other land and that they, in principle, were willing to provide space for a bus shelter but wanted to know the measurements.
Cilfor Noticeboard
In the absence of the Chairman, the Clerk asked if everyone was happy to proceed with ordering a new notice board to replace the old one at the price the Chairman had agreed, and everyone agreed to this, and it was also agreed that the Chairman would look into getting prices to install the notice board.
Election of Councillor
The Clerk reported that she had placed a notice regarding the vacant seat that exists on the Council on the Council’s website and also on the noticeboard in the village and it is on the 20th of this month when this notice expiries
GWYNEDD COUNCIL MATTERS
The following report was received by Cllr. Annwen Hughes – that she had received an email from an elector asking if it would be possible to contact Gwynedd Council following the floods that occurred in the area at the end of last year to notify them because of the floods on the road in Ynys, as a house owned by his wife had been damaged by the water. Because of this, it was not possible to sell this house, as those intending to buy had withdrawn due to the damage. She further reported that she had contacted Gwynedd Council regarding this and had received an update stating that the work to clear the culvert under the road had now been carried out and that the water was flowing properly, and that they would monitor the site during the next severe weather. She had also been informed that the road from Pont y Glyn up to Eisingrug had been swept after she had received concern about it’s state from an elector. She had also contacted Gwynedd Council with regards to the sign that had broken on the side of the road in Ynys.
Cllr. Gwynfor Owen reported that various meetings have been held to discuss the CPR report and that Gwynedd Council has taken full responsibility for what happened. It was noted that the Council tax is likely to be 5.1% from April onwards but no additional cuts will be made. Also, himself and Cllr. Dewi Tudur Lewis expects to hold a meeting regarding double yellow lines on the side of the road towards Soar.

TREAURER’S REPORT
The Treasurer reported that there was £21,342.81 in the current account and £28,099.05 in the reserve account

Allowances paid to Councillors
The Treasurer reported that the Councillors who had signed the January 2025 form declared that they were taking the allowance of £156 to be paid now, and the form was signed by Councillors Eluned Williams, Sian Mai Ephraim, and Ann Jones. Councillors who were absent will have their payment at the next Council meeting.
The above payments were processed by Cllr. Margaret Roberts and Cllr Ffion Williams approved thepayments and permission was granted to the Clerk/Treasurer to make payment on line or by cheque at the end of the meeting.

CORRESPONDENCE
National Grid VIP
Received an e-mail from the above informing the Council that there is a possibility of obtaining a grant to carry out work and the link to this information is https://www.nationalgrid.com/responsibility/community/community-grant-programme-welsh
Gwynedd Council – Legal Department
Received a letter from the above Department notifying the Council that the road through Dolorgan past Capel Soar will be closed on the 9th of March on the grounds of public health and safety during work to connect a new service on behalf of Welsh Water. The Clerk had already forwarded this to all Members.
Gwynedd Council – Economy Department
Received an email from the above notifying the Council that grants will be available to Community Councils through the Gwynedd 2026 City, Town, and Community Council Support Fund, and full
information regarding the grant in question will reach the Council at the beginning of next month. The purpose of the fund is to support capital projects that improve community spaces, public areas, and contribute to local regeneration, and it encourages the Council to start thinking about possible projects. The Clerk had already forwarded this to all Members. They want to consider the bus shelter scheme for this grant.
ANY OTHER MATTER
The white lines at the junction in Llandecwyn need repainting.
Want to ask the Tim Tacluso if it would be possible for them to come to the area to clean the signs in different locations, and Cllr. Ann Jones agreed to make a list of those that need attention.
Members of the hall committee want to know what is happening regarding the matter of defibrillators in the area and it was stated that Cllr. Dewi Tudur Lewis had agreed to discuss this matter with some members of the hall committee.
It was reported that there is a barrier across the path from the beach near Allt Galch that needs attention.
The hedge near Snowdon View needs cutting, and it was agreed to contact the Highways Department.
