MINUTES
The minutes of the meeting held on January 20th 2025 were found to be correct.
MATTERS ARISING FROM THE MINUTES
The Clerk reported that there were some mistakes in the minutes of the last meeting, namely – that the tax on the Clerk’s salary was supposed to be £462, not £420; that the cost of cutting the grass in the cemeteries was supposed to be £2,500, not £2,000; and that the development of the bus shelter site should have been £15,000. These have now been included in the official copy of the minutes.
MATTERS ARISING
Budget Plan
It was reported that the Council had spent £12,127.61 (which included bank charges) since the start of the new financial year and this was £10,896.39 less expenditure than what was earmarked in the budget for the year.
Land near Bron Trefor
The Clerk informed the Members that she had spoken with Mr. Aled Lloyd, Snowdonia National Park regarding the above development and that she had printed the relevant planning application forms. The Chairman reported that there was a need to look further into this matter and it was agreed to discuss it further in the next meeting.
Move War Memorial in Llandecwyn
It was agreed to look first at the Land Registry so as to find out who owns the land around the War Memorial before discussing further about moving it.
Inspection of car park and playing field
Cllr. Dewi Tudur Lewis reported that himself and the Chairman had visited the above site and he had sent some pictures of this to the Members. It was agreed to ask Hochtief if it would be possible for them to carry out a survey of this site and the Chairman agreed to contact them.
GWYNEDD COUNCIL MATTERS
The following report was received by Cllr. Annwen Hughes – that she had been made aware that Gwynedd Council will soon be resurfacing the section of road near Stabl Mail, as well as repairing the safety fence and monitoring the situation. They will resurface from Maes Gwndwn, Soar to Bron Wylfa because the road has collapsed, and they will also resurface the corner from Llandecwyn to Felinrhyd Fach, Maentwrog, due to the road cracking and collapsing.
Cllr. Gwynfor Owen reported that he had a meeting with the Roads Manager, and the company Spem will be drilling the road between Llandecwyn and Maentwrog. A meeting is needed between him and Cllr Dewi Tudur Lewis regarding parking on the hill. Gwynedd Council’s financial matters are very fragile because it has the second-lowest settlement in Wales, and Cabinet members have agreed to propose a Council tax increase of around 8.6%.
PLANNING APPLICATIONS
Discharge conditions 3 (Submission of Environmental Management Plan for Building (CEMP)) and 4 (Detailed specification or samples of materials) attached to Listed Building Consent NP5/77/LB330 dated 06/02/2024 Llenyrch, Talsarnau (NP5/77/LB330A)
The Members agreed they were not happy for these Conditions to be dischared as they had previously been agreed.

TREAURER’S REPORT
The Treasurer reported that there was £9,135.72 in the current account and £17,721.86 in the reserve account.

CORRESPONDENCE
One Voice Wales
Received an e-mail from the above together with a questionaire regarding area committees and asking for the Council to complete this by the 28th of this month. The Clerk had already forwarded this e-mail to the Members. It was agreed that the Clerk would complete this on behalf of the Council.
One Voice Wales
Received a letter from the above informing the Council that the One Voice Wales annual general meeting will be held on line on Tuesday March 11th between 4.00 and 6.00 p.m.
Sian Gwenllian AS
A letter was received by the above asking for the Council’s support in developing a Dental School in Bangor and to send a letter to Jeremy Miles AS stating their support. It was agreed to support this development.
ANY OTHER MATTER
Needed to know what he latest situation was regarding Ffridd Rasus and Cllr Gwynfor Owen read out the email he had received following his site visit.
It was reported with concern that plastic material had not been cleared from the forestry near Ffridd Rasus.
Concern was expressed that mess had been left at the Llanfihangel y Traethau cemetery recently, and the Clerk reported that she had spoken with the Undertakers about this issue.
It was agreed to ask the Area Clean-Up Team to clear the bus shelter in Llandecwyn.
Concern was expressed that more cabins had been erected in the woodland near Maesyneuadd, and the Clerk stated that she would contact the National Park regarding this matter.
Concern was raised that there is no mobile phone signal at Glan y Wern, and Cllr Gwynfor Owen stated that he would contact Lis Saville Roberts and Mabon Ap Gwynfor about this.
