MINUTES
The minutes of the meeting held on February 17th 2025 were found to be correct.
MATTERS ARISING FROM THE MINUTES
The Clerk made it known that she had been in discussions with an Officer from the National Park regarding the cabins in the forest by Maes y Neuadd and also regarding Stabl Mail. Also it was made know by the Clerk that the Tim Tacluso had been to clean the bus shelter in Llandecwyn and also the one in Glan y Wern
MATTERS ARISING
Budget Plan
It was reported that the Council had spent £12,127.61 (which included bank charges) since the start of the new financial year and this was £10,896.39 less expenditure than what was earmarked in the budget for the year.
Land near Bron Trefor
Cllr. John Richards made it known that he had met up with Mr. Harri Pugh regarding the above matter and that he had given him a quote that included carrying out the work and purchase of the land. It was agreed that there was a need to look at the state of the bus shelter before making a decision to take it and also there was a need to get the quote for the land and also for carrying out the work separately.
Move War Memorial in Llandecwyn
It was agreed not to discuss this matter further.
Inspection of car park and playing field
It was agreed not to discuss this matter further.
Opening of Grass Cutting Tenders
The Clerk reported that she had received one tender regarding carrying out the above work by Mr. Meirion Griffith, Islwyn, Talsarnau to cut the grass of the public footpaths and one to cut the grass of the cemetery in Llanfihangel y Traethau and Llandecwyn. It was agreed to accept Mr. Meiron Griffith is tender.
Review of Clerk’s Wages
The Council in its meeting in March 2021 had agreed to review the Clerk’s wages annually and therefore it was agreed to raise the Clerk’s wages to £2,379 yearly and keep the costs at £1,500 ag increase the office costs to £500. The Clerk was not present when this matter was discussed.
GWYNEDD COUNCIL MATTERS
The following report was received by Cllr. Annwen Hughes – that she had been in a meeting with the Police in Barmouth on the 7th of this month and a presentation was given by an Arrive Alive Officer and he explained that he was unable to come to the area at the moment with the Arrive Alive vehicle because no traffic surveys have been carried out since the 20 m.y.a was put in place. He hoped the traffic survey would be carried out soon and then he would be able to come back to the area. It was also made known that it was now possible to report dog fouling problems to the Enforcement Officer on the Gwynedd Council app. The Police made it known that there was an increase in anti social behaviour crimes in the area last year between Harlech and Barmouth and also an increase in crimes during the same period. A drop in session with the Police will be held in the Old Library, Harlech between 10.00 a.n and 12 noon on the 21st of this month and it is possible to call in to see them.
PLANNING APPLICATIONS
Demolition of an existing shed and a porch, conversion of attached double garage to habitable rooms together with single storey extension and front porch 4 Maes Mihangel, Ynys, Talsarnau (NP5/77/355)
Support this application as it would improve the quality of life of the young family that live there.
TREAURER’S REPORT
The Treasurer reported that there was £10,233.72 in the current account and £17,721.86 in the reserve account.

The above payments were processed by Cllr. Lisa Birks and Cllr Margaret Roberts approved the payments and permission was granted to the Clerk/Treasurer to make payment on line or by cheque at the end of the meeting.

The Treasurer reported further that she had asked Ms Luned Fon Jones from the Finance Department, Gwynedd Council if she would be willing to act as the Council’s Interal Auditor again this year and that she had agreed to this.
CORRESPONDENCE
Ms Fiona Roberts
Received a letter from the above asking for the Council’s permission to place a bench up in Llandecwyn in memory of her Father Mr. Eric Roberts. It was agreed to give permission and to install the bench instead of the one the Council has there at present and also suggest that a recycable bench is purchased.
Snowdonia National Park
Received an e-mail from the above together with guidance note on the planning system and asking the Council to take note of this when discussing planning applications. The Clerk had already forwarded this e-mail to Members.
Snowdonia National Park
Received a letter from the above informing the Council that the Tree Preservation Order for Coed Penmaen, Talsarnau was confirmed on the 12th March and it is now in force permanently.
North Wales Police
Received an e-mail from the Wales Police and Crime Commissioner (PCC) together with a copy of the Police and Crime Plan for North Wales for Council’s information. The Clerk had already forwarded this e-mail to Members.
Meirionnydd YFC
Received a letter from the above asking for a financial donation. It was agreed not to give them a financial donation but support the local club instead.
Ardudwy YFC
Received a letter from the above asking for a financial donation. It was agreed to give them £250.
ANY OTHER MATTER
Concern was voiced regarding the recent accident on Barcdy road and that there are no bollards in place to stop cars from going into the nearby ditch.
Concern was voiced about speeding in Llandecwyn and Cllr. John Richards agreed to have a look at the CCTV camera.
It was made known that there was a drop in session been held in Plas Tan y Bwlch on the 20th of this month.
Permission was granted to the Chairman to hold discussions with Creative Play regarding the entrance to the play park.
