Minutes of the meeting of Talsarnau Community Council - 18/05/26

PRESENT

Cllrs. Eluned Williams, Margaret Roberts, Eifion Williams, Ann Jones Cllr. Annwen Hughes and Gwynfor Owen (Gwynedd Council).

In the absence of the present Chairman and Vice Chairman the Chair was taken by the new Vice Chairman, Cllr. Eluned Williams.

MINUTES

The minutes of the meeting held on March 16th 2026 were found to be correct.

MATTERS ARISING FROM THE MINUTES

It was agreed to look at the work that is needed on the gates at Llanfihangel y Traethau church when the cemetery meeting is held next month.

Election of Officers for 2026/27

Budget Plan

It was reported that the Council had spent £27,002.81 (which included bank charges) since the start of the new financial year and this was £11,997.19 less expenditure than what  was earmarked in the budget for the year.

The Clerk distributed copies of the Council’s budget plan for the year 2026/27 to every Member and they went through this plan. Everybody agreed to adopt this plan for the year ahead.

Land near Bron Trefor

On behalf of the Chairman it was stated that she had received an email from Dafydd Wheldon Hughes in the transport department of Gwynedd Council regarding the above matter and stated that he had been out to assess the site; the only suitable site (but not an ideal one at present) is the one near “Estuary Lodge”. He also stated that if the owners of the “Estuary Lodge” are happy to give a piece of land to the Community Council, they will then be able to look at moving the bus stop pole and having a bus shelter installed in the new location. Planning permission will need to be sorted out. Because of the absence of Cllr. Lisa Birks it was decided to place this item on the July agenda.

Cilfor Noticeboard

On behalf of the Chairman it was reported that the above had been installed thanks to the Hochtief company and had sent an email to all Members showing the new noticeboard in place and also that the two benches had been refurbished and installed in their new locations by the compan

Council’s Annual Report

The Clerk reported that she had drafted a fourth annual report on behalf of the Council and had already sent a copy to every Member so that they could make comments if needed. It was agreed that this was fine.

Election of Councillor

The Clerk reported that she had been informed that no name had been received by the Electoral Department, Gwynedd Council, regarding filling the vacant seat that existed on the Council and therefore the Council now had the right to co-opt a member to the Council. Everyone agreed as so many Members were absent to discuss this matter futher at the next Council meeting.

GWYNEDD COUNCIL MATTERS

The following report was received by Cllr. Annwen Hughes – She stated that she had received a complaint that a dog was being left to go into the playground to do their buisness and she had asked the person who had complained to send evidence to her so that she could take the matter forward to the appropriate Officer. She had notified Gwynedd Council that a vehicle with a ‘for sale’ sign on it had parked in the nearby laybay and had received a response stating that this was not against the law and they could not take any legal action against the person; the vehicle has now left the location.

Cllr. Gwynfor Owen stated he didn’t have much to report, just that he was very pleased with the result of the recent Senedd election and is looking forward to working with the Members.

TREAURER’S REPORT

The Treasurer reported that there was £33,435.76 in the current account and £28,196.05 in the reserve account

Invoices needing payment since last meeting

A discussion was held with regard to the insurance policy and it was agreed that it was acceptable for this year.

The above payments were processed by Cllr. Margaret Roberts and Cllr. Eluned Williams approved the payments and permission was given to the Clerk/Treasurer to pay them online or by cheque at the end of the meeting.

Money Received during the month

Mr. K. Beale                  – £25.00 –  Capel y Graig garage rent (April)

Gwynedd Council – £17,000.00 – half the precept

Mr. R. Blanchete       – £665.00   – burial of the ashes of Jonet Slater and Gerry in Llandecwyn cemetery

The Treasurer had already sent copies of the Council’s accounts for the year ending 31st March 2026 to every Member. The Members went through the accounts carefully and they all accepted the accounts.. It was agreed by everybody that the accounts book be signed by the Clerk and the Vice Chairman in the absence of the Chairman.

CORRESPONDENCE

Snowdonia National Park 

The Clerk reported that she had once again contacted Alys Tatun, Planning Officer (Compliance) regarding obtaining an update on the matter of the cabins in Maesyneuadd Woods, and it was reported following a site visit and investigations, that it was found that one of the cabins there has not got planning permission. They have been in contact with the owner to inform them of this and to try to regularize the matter. The owner has recently confirmed that they will submit a retrospective application and that they will take this forward. If no application is submitted soon, they will consider formal steps. The other cabins on the site have received permission through prior approval under permitted development for use for forestry purposes and the investigation into these continues. If they are used for purposes other than forestry, it is known to be a concern for the community, then they are breaking planning regulations and will investigate this further.

Also asking if anyone has any evidence or has received any evidence from the community of any work or materials happening there that is beyond forestry activities to send this on to them. The Clerk further reported that he had forwarded this email to Cllr. Dewi Tudur Lewis and that he is going to contact the Officer directly.

ANY OTHER MATTER

Concern was voiced that some people living in the Llandecwyn area had not been informed that the road was being closed due to filming taking place recently.

It was agreed to contact the Highways Department to draw their attention to the pole that is leaning towards the road near the Draenogau entrance.

It was agreed to contact the National Park to draw their attention to the development that is taking place near Stabl Mail.

It was reported that trees need to be cut near Soar.

Concerns were expressed about the lack of parking on the Cilfor housing estate, and it was stated that this matter had been discussed before at the Council and that the Members had decided that this issue was nothing to do with  the Community Council.

It was agreed to hold a meeting in the cemetery again this year and to meet at Llanfihangel y Traethau Church at 7:00 p.m. on the 15th of June.
