MINUTES
The minutes of the meeting held on February 16th 2026 were found to be correct.
MATTERS ARISING FROM THE MINUTES

MATTERS ARISING
Budget Plan
It was reported that the Council had spent £20,967.21 (which included bank charges) since the start
of the new financial year and this was £12,783.79 less expenditure than what was earmarked in
the budget for the year.
Land near Bron Trefor
The Chair reported that she had sent an email to Rhian Williams in the Gwynedd Council transport
department regarding the above matter and had received a reply stating that the current site is not
suitable and asking the Council to identify other locations where an Officer would come out to
assess it
Cilfor Noticeboard
The Chair reported that the above would be sent out the week starting the 6th of next month and
it was agreed to pay the invoice for this once it has arrived. Also, it was noted that Hochtief
company had agreed to install it
Election of Councillor
The Clerk reported that she had been informed that no name had been received by the Electoral
Department, Gwynedd Council, regarding filling the vacant seat that existed on the Council and
therefore the Council now had the right to co-opt a member to the Council. Everyone agreed to
think of a name by the next Council meeting.
Opening of Grass Cutting Tenders
The Clerk reported that she had received four tenders regarding carrying out the above work. After
discussion, it was agreed to accept Mr. Meirion Griffith’s tender. The Chairman stated that she was
not taking part in this matter because she was not happy with how the process was being
conducted
GWYNEDD COUNCIL MATTERS
The following report was received by Cllr. Annwen Hughes – She stated that she had attended a
meeting with the Police in Barmouth on the 13th of this month and was informed by them that the
monthly meetings held in the Old Library in Harlech would be coming to an end that day and that
they will hold open-door sessions at the police station in Barmouth once a month where the public
will be able to walk in. They may begin holding sessions in Llanbedr and Dyffryn Ardudwy after June.
From next month onwards, the Harlech area towards Porthmadog will come under the Porthmadog
Police where they have 5 PCSOs. The Council Tax will rise to 5.1% from next month.
Cllr. Gwynfor Owen reported that he had attended a neurodiversity event that was being held in
Porthmadog during the day, that a Consultation had been initiated by the National Park and they
were asking for information about locations that would be suitable to be included in the Local
Development Plan, several meetings had taken place regarding CPR, a consultation on transport
policy had opened
PLANNING APPLICATIONS
None received since the last meeting
TREAURER’S REPORT
The Treasurer reported that there was £21,342.22 in the current account and £28,099.05
in the reserve account

Mrs Annwen Hughes – £951.90 (6 months wages ) + £333.00 (6 months costs) = £1,539.60

Applications for financial assistance

ATC Ardudwy Squadron – request a copy of the bank statement before making a decision and Cllr.
Dewi Tudur Lewis declared that he would object to the application anyway because he did not
support anything to do with war
Allowances being paid to Councillors
The Treasurer reported that the Councillors had signed the January 2025 form declaring that they
were taking the allowance of £156 currently being paid and the form was signed by Cllr. Lisa Birks
and Dewi Tudur Lewis.
The above payments were processed by Cllr. Ffion Williams and Cllr. Sian Mai Ephraim approved the
payments and permission was given to the Clerk/Treasurer to pay them online or by cheque at the
end of the meeting.
Money Received during the month
Mr. K. Beale – £25.00 – Capel y Graig garage rent (March)
Gwynedd Council – £44.00 – remaining Gwynedd Ni grant (sign by the benches in Cilfor.
CORRESPONDENCE
Rosanne Reeves
Received a letter from the above requesting a financial contribution from the Council towards the
installation of a purple plaque in memory of Gwyneth Vaughan in the area. Also asking if the Council
had any suggestions as to where this plaque would be suitable to be installed. It was agreed to
contribute £200 towards ordering the purple plaque and also suggested it would be suitable to
place the plaque on the wall of Bryn Felin because this is the house where Gwyneth Vaughan was
born.
Gwynedd Council – Economy Department
Received an email from the above notifying the Council that the Council support fund has reopened
on the 4th of March and that they are accepting applications until the 15th of June. They also stated
that £5,500 is available to this Council as they have fewer than 1,000 voters.
Angela Swann
Received an email from the above on behalf of the Guy Howland Jackson Trust asking if any of the
Council Members would be interested in being one of the Trustees on this committee because they
have a vacant place for someone from this area. Councillor Dewi Tudur Lewis agreed to be a Trustee
on this committee.
ANY OTHER MATTER
It was noted that Mrs Siriol Lewis is retiring from looking after the defibrillators around the area and
asked if it would be possible for the Community Council to take over this responsibility. Councillor
Lisa Birks agreed to take over the responsibility of looking after the one in Cilfor, and it was agreed
to ask others if they would be interested in looking after those located in Ynys, Soar, and the
villages.
Concern was expressed regarding speeding through the villages, and it was agreed to try for a grant
from the National Grid to order a digital speed sign.
It was reported that the gates of Llanfihangel y Traethau church needed attention.
It was reported that the gate near the cattle grid by Llyn Tecwyn Isaf needed attention.
It was agreed to carry out the necessary work on the play equipment at Gwynfor John playing field as had been noted in the Play Quest report
