Minutes of the meeting of Talsarnau Community Council - 13/07/26

PRESENT
Cllrs. Dewi Tudur Lewis (Chairman), Eluned Williams (Vice Chairman), Margaret Roberts, Eifion Williams, Lisa Birks, Sian Mai Ephraim, Ffion Williams Owen Lloyd Roberts, Cllr. Annwen Hughes and Gwynfor Owen (Gwynedd Council).

Because the Chair was absent at the last Council meeting, he thanked the former Chair, Cllr. Lisa Birks, for all her work for the Council over the past two years. He also extended congratulations to Cllr. Eluned Williams on being elected Vice-Chair of the Council and said he was looking forward to working with her.

MINUTES
The minutes of the meeting held on May 18th 2026 were found to be correct.

MATTERS ARISING FROM THE MINUTES
Cllr. Eifion Williams stated that he wanted to raise the point regarding previous discussions that had been held regarding the formation of a car park at Cilfor.

MATTERS ARISING
Budget Plan
It was reported that the Council had spent £3,225.51 (which included bank charges) since the start of the new financial year and this was £4,683.49 less expenditure than what was earmarked in the budget for the year.

Land near Bron Trefor
Cllr. Lisa Birks stated that the owners of the new site were ready to discuss placing a bus shelter there and Cllr. Gwynfor Owen agreed to contact them. It was agreed to hold a local consultation regarding this.

Election of Councillor
The Clerk reported that she had been informed that no name had been received by the Electoral Department, Gwynedd Council, regarding filling the vacant seat that existed on the Council and therefore the Council now had the right to co-opt a member to the Council. Everyone agreed to think of a name by the next Council meeting. Because several Members were missing at the last meeting it was agreed to discuss this matter further at this meeting. It was agreed that the Clerk would contact Betsan Emlyn as she had shown an interest of becoming a Member of the Council. All the Members agreed to co-opt her as a Member of the Council.

GWYNEDD COUNCIL MATTERS
The following report was received by Cllr. Annwen Hughes – She reported that she had been told that the new pole had been installed near Draenogau, and she had received a number of complaints and concerns regarding the proposed development of the land near the playground to a campsite and had contacted the National Park about this and will hold further discussions with them soon.
Cllr. Gwynfor Owen reported that he had attended a meeting in Cardiff with TFW and that changes
were going to be made to the bus service, attended the housing facilitation day in the hall, had
received several complaints regarding a proposed campsite development. It was agreed that the
Council opposed this development and that the Clerk would send a statement to the company
declaring this and send a copy to the National Park, Highways Department, Mabon Ap Gwynfor and
Liz Saville Roberts.

PLANNING APPLICATIONS
Revisions to approved plans attached to Planning Permission NP5/77/336B dated 24/09/2021
include changes to the slope direction of the central section of the roof of the Hoed House Tunnel
(THH) building, minor changes to the equipment within the THH/Sealant Assembly (SEC). The
access road gradient has been adjusted to a gentler slope along the section to avoid steep inclines
to the assembly area. Includes emergency generator and fuel storage tank and related drainage
changes at the Cilfor, Llandecwyn site (NP5/77/336L).
Support this application.

Listed Building Consent for internal changes to previously approved consent (NP5/77/LB65D dated
12/08/2025) to include lowering the additional balustrade to gallery level, adding a new straight
staircase, and relocating bathroom and shower facilities to the garden side of Capel Soar,
Talsarnau (NP5/77/LB65F).
Support this application.

TREASURER’S REPORT
The Treasurer reported that there was £31,480.56 in the current account and £28,287.85 in the
reserve account

Mr. Meirion Griffith – £470.00 – cut grass at Llanfihangel y Traethau churchyard x 2.
Mr. Meirion Griffith – £210.00 – cut grass in Llandecwyn cemetery
Mr. Meirion Griffith – £495.00 – cut grass of the public footpaths in the area.
Cllr. Lisa Birks – £156.00 – Councillor’s allowance

The above payments were processed by Cllr. Lisa Birks and Cllr. Ffion Williams approved the
payments and permission was given to the Clerk/Treasurer to pay them online or by cheque at the
end of the meeting.

The Treasurer reported that the Internal Audit had been completed and that no significant issues
had arisen except for the matters below –
It is recommended that the Council commits to addressing the following risks and takes appropriate
steps to mitigate them:
• Risk of financial losses or unauthorized payments without a dual authorization control being in
place for releasing payments via online banking.
• Failure to comply with section 81 of the Local Government Act 2000 to publish a list of members’
interests on the Council’s website.
• Failure to accurately provide an analysis of variances over 15% in the 2024-25 figures compared to
2025-26 and provide an explanation of those differences.
• Risk of making uninformed decisions by not including/considering income and reserves when
setting the budget.
• Risk of fines from HMRC on staff costs paid without reviewing the costs and declaring them for tax
implications.

The Treasurer reported that she had completed the Annual Form up to March 31, 2026. The
Members went through this form and agreed to approve it, and they also agreed for the Chair and
the Clerk/Treasurer to sign it on behalf of the Council.

CORRESPONDENCE
Snowdonia National Park
Received a request for Feedback: Draft Settlement Profiles from the Planning Policy team of the
above, asking for the Council’s help in reviewing settlement profiles that have been prepared for
settlements within our Community Council. It also states that the settlement profiles bring key
information together for each settlement. They are one of the first steps in gathering evidence that
will help guide future settlement assessments and the spatial strategy for the Local Development
Plan. It states that the Community Council would see the settlement profiles relevant to this area,
and these are in draft form, and they would be very grateful if the Community Council could
contribute to them to ensure that local stakeholders’ information and voices are included.
What the Planning Policy team is asking the Community Council to do is the following:-
For each settlement included, we ask that you complete the following three steps:
1. Review the settlement profile
Please check the profile and identify any information that is missing, incorrect, or could be
improved.
You can record these comments on the first page of the questionnaire.
2. Complete the questionnaire
Please complete one questionnaire for each settlement.
We are particularly looking for your views on the strengths, weaknesses, opportunities and
threats (SWOT) of the settlement.
You can also use this questionnaire to provide corrections or additional information.
3. Complete the services and facilities form
Please list all local services and facilities that should be included in the settlement profile to
include as much details as possible.
The Clerk had already forwarded this e-mail to all Members.

Snowdonia National Park
Received a letter from the above with regards to Planning Compliance Service – Information for
Community and Town Councils and giving a brief overview of the Authority’s Compliance Service and
to clarify how compliance matters are handled.

Snowdonia National Park
Having received an email from the above asking if the Council would be willing to write a letter of
support for the development of Plas Tan y Bwlch, this August the Authority will be submitting a
development phase application to the National Lottery Heritage Fund for the Plas development. It
was agreed to send them a letter of support.

ANY OTHER MATTER
Glad to see that the roller skating activities are a success in Harlech.
There was concern once again expressed that cars are still parking on the road up to Soar and that
the condition of the road needs attention.
It was noted that the piece of land near Rhiw Derwydd needs attention.
Would like to ask Mr. Meirion Griffith to cut around the two new public seats that have been
installed in Llandecwyn.
Want to look into a grant to order a flashing sign to put outside the primary school because of
worries coming from the school about speeding.
It was noted that Mrs. Siriol Lewis has gone around the defibrillators in the area for the last time
and that the Community Council needs to take responsibility for them. It was noted that Eirian
Evans is happy to look after the one in Soar, Arwyn Williams is happy to look after the one in Ynys,
Lisa Birks is happy to look after the one in Cilfor, and Eluned Williams is happy to look after the one
in the village.
